The latest installer does not recognise XE7 as an installed IDE.

It did recognise the XE3 and XE6 IDEs.

Can you look in the Registry and tell me which values you have in 32-bit version of
HKEY_CURRENT_USER\Software\Embarcadero\BDS\15.0\Personalities ?
(in 64-bit Windows, regedit shows it as HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Embarcadero\BDS\15.0\Personalities )
The installer detects RAD Studio, if it has "Delphi.Win32" or "BCB".
It supports RAD Studio versions up to XE8 (inclusive)

On Windows 10 64-bit the Delphi.Win32 has:

Delphi XE7

For a manual installation, what's the difference between the packages RVMediaDXE7 and RVMediaDXE7_64 ?

It's strange, the installer should detect a presence of XE7 in this case (unless you tried C++Builder-only installer)

RVMediaDXE7 must be installed in IDE.
RVMediaDXE7_64 is optional, it generates 64-bit files
